A. Paid subscription can significantly reduce your out-of-pocket costs.
Subscribers receive a 50% discount on any out-of-pocket expenses—including deductibles and co-payments—for medically necessary emergency ambulance services provided by Valley Ambulance Authority (VAA) to the closest appropriate medical facility.
Subscribers also receive discounted rates on additional transportation services, including scheduled (non-emergency) ambulance transports and wheelchair van services.
Beyond the financial savings, your subscription directly supports VAA’s ability to maintain the highly trained staff, modern vehicles, and advanced equipment needed to provide reliable, 24/7 emergency protection for you and your family.

A: Subscription coverage is available to residents of Moon Township, Coraopolis, Crescent Township, and Neville Island.
Students attending Robert Morris University who reside within our service area are also eligible to enroll in the subscription program.

Why Consider a Subscription?
Yes. Most insurance plans do not cover 100% of ambulance charges. In many cases, patients are responsible for co-payments, deductibles, or other out-of-pocket expenses.
With a paid subscription, you receive a 50% discount on any out-of-pocket costs associated with medically necessary emergency ambulance services provided by Valley Ambulance Authority (VAA).
It is also important to note that non-subscribers may be responsible for the full balance of any applicable ambulance charges, which can often exceed $1,000 per transport.
A subscription provides both financial protection and peace of mind when it matters most.

Why Was the Subscription Program Updated?
As insurance plans continue to shift toward higher co-pays and high-deductible structures, Valley Ambulance Authority (VAA) was faced with two options: significantly increase the annual subscription cost or implement a model that allows us to recover a portion of revenue only when services are actually used.
We believe this approach is the most fair and sustainable. It keeps the annual subscription affordable while still allowing subscribers to save hundreds of dollars through our 50% discount on out-of-pocket expenses for emergency ambulance services.
This structure helps protect both our subscribers and the long-term financial stability of the emergency services our community depends on.

How to Enroll
Subscription applications and informational brochures are mailed each year in mid-February to residents of Moon Township, Coraopolis, Crescent Township, and Neville Island.

How Billing Works for Subscribers
If you require emergency ambulance service, Valley Ambulance Authority (VAA) will first bill your insurance provider. Any insurance payments received are applied directly to your account balance.
After all insurance payments have been processed, subscribers receive a 50% discount on any remaining out-of-pocket expenses related to medically necessary emergency ambulance services.
This subscriber discount applies each time you require emergency service—there is no limit on how often the discount may be used during your active subscription period.

Subscription Term
Your paid subscription is valid for 365 days, beginning March 1 and continuing through February 28 of the following year (February 29 during leap years).
Coverage applies to all eligible members of your household during the active subscription period.

Tax Information
Subscription fees may qualify as a medical expense for tax purposes. We recommend consulting your tax advisor to determine eligibility based on your individual circumstances.
Please note that subscription payments are not considered charitable contributions.

Services Not Covered by the Subscription
The following services are not included under the subscription program:
Alternative non-emergency transportation, including wheelchair van services.
Subscribers do receive a $5.00 discount on each wheelchair van transport.
Certain ambulance transports (emergent or non-emergent) that are denied by insurance, fall outside your insurance plan’s coverage limits, or do not meet established medical necessity criteria.*
Long-distance mileage charges or transport fees that are based solely on patient and/or physician preference rather than medical necessity.*

Insurance Reimbursements
All recipients of service are required to promptly forward any insurance reimbursement payments received directly to Valley Ambulance Authority.
Failure to remit such payments may result in the immediate termination of the subscription agreement, and the subscriber will be responsible for payment of any outstanding balances in full.

Subscription Program vs. Capital Fund Drive
Valley Ambulance Authority (VAA) conducts its annual subscription drive beginning each February. To receive subscription benefits, residents must enroll in the subscription program for the applicable coverage year.
Separately, VAA conducts a voluntary Capital Fund Drive each October, which supports the purchase of major capital equipment such as vehicles and large-scale medical equipment.
Please note that participation in the Capital Fund Drive does not provide subscription benefits. Only active subscription enrollment qualifies residents for the subscriber discount program.

Reciprocal Service Agreements
Valley Ambulance Authority (VAA) maintains reciprocal agreements with many neighboring ambulance services to help ensure seamless emergency coverage throughout the region.
These partnerships support coordinated response efforts and help maintain reliable service when additional resources are needed.

Subscription Timeline & Enrollment
The subscription year runs from March 1 through February 28 of each year.
Subscription brochures are mailed to all residents within our primary service area no later than February 15 annually.
